Job Description: Proposal Manager Pay Range Commensurate with Industry Experience Schedule Typically Monday through Friday and additional days as needed Overview The Proposal Manager will oversee multiple proposals/qualifications, and responsibilities will include participating in the development and review of proposal strategies, assisting in analyzing the RFP/bid requirements for compliance and responsiveness, directing the Proposal Team, managing deliverable schedules and deadlines, monitoring proposal progress, establishing and maintaining corporate proposal databases, and responding to industry requests Regular Job Duties Lead and manage design build and alternate delivery proposal efforts Analyze and interpret solicitation documents and requirements (RFQ, RFI, RFP) to prepare and develop comprehensive response templates (compliance matrix, proposal outlines, schedule) Manage and coordinate proposal sections to ensure compliance with client's objectives and requirements while ensuring consistency with proposing entity's strategy and approach Collaborate and interview engineers, designers, and others to secure information for various writing assignments to prepare compliant and compelling written proposal content Make accurate and timely formatting, edits, and revisions to documents, and adjust schedule as required Understand and apply proposal methods and tools, consistently implement standard best practice processes Assist with maintaining, monitoring, and managing proposal database, files, and systems through appropriate information management systems Support and drive development and continuous improvement of best practices and templates, data platforms, and style guides. Evaluate project risks and mitigation strategies. Provide leadership to others through example and sharing of knowledge/skill. Job Requirements Bachelor's Degree in Construction Management, Civil Engineering, or similar related Eight (8) or more years of experience in proposals management, with an emphasis on design build projects. Previous USACE proposal experience will be a plus. Minimum of five (5) years of experience in the heavy civil construction industry Moderate to high level of proficiency operating Primavera 6 CPM scheduling software Moderate to high level of proficiency operating MS Excel, MS Outlook, MS Word, and MS PowerPoint Valid driver license for frequent travel Be able to communicate in English via verbal and written communications Moderate physical activity performing somewhat strenuous daily activities of a primarily administrative nature. Some exposure to outdoors with changing weather conditions such as rain, sun, snow, and wind.
