Job Description: BASIC FUNCTIONThis position is responsible for leadership of the Health, Safety, Environmental, and Quality functions. Responsibilities include the monitoring and reviewing of all quality control and quality assurance related activities at the Baytown location; the accreditations, proficiency testing, and ISO related management systems; and plays a key role in ensuring that Baytown continues to provide superior quality product to its clients. The HSEQ Manager is also responsible for the overall management of the health, safety, and environmental systems at Baytown, including the development, implantation, and execution of the ESG (environmental, social, and governance) program.This position manages and supports the implementation of overall laboratory compliance including, but not limited to, GMP and data integrity programs for laboratory operations and all laboratory systems as prescribed in policies and standard operating procedures, ensuring that compliance is demonstrated to external regulators. This role is critical during regulatory audits/inspections for the execution of reviewing and producing timely objective evidence to show conformity to ISO standards and policies.KEY RESPONSIBILITIESProvides direct leadership, oversight, and day-to-day administration of the Lab, serves as the go-to person for staff.Ensures the organization operates consistently in alignment with stated and approved organizational values and major objectives of the practiceEstablishes and drives workflow improvements across all areas affiliated with HSEQ programs and processes, including ESG.Responsible for client service model including monitoring reports, managing timelines, and ensuring team executes on the modelEnsures meeting follow ups are being executed and tasks completed within service level standardsImplements and monitors productivity metrics, dashboards, and trend reportingLeads cross organizational initiatives to streamline processes and improve client experienceDirectly responsible for the management of all regulatory compliance for environmental, health, and safety requirements pursuant to all federal, state, and local regulations including procedure review and training.Ensures monitoring, record keeping, and reporting for all environmental and regulatory permits.Responsible for certification and maintenance of all ISO, Responsible Care, Customer Quality Audits, and other programs by serving as the ISO Management Representative and Quality Contact for all customers.Reports to top management on the performance of the safety, environmental and quality management systems for review, including recommendations for improvement.Responsible for validation of lab equipment, test methods and raw material, and for Performance Qualification (PQ) of product and process.Oversees all quality programs including Product Quality and ensures compliance with all company quality policies, projects, and goals.Coordinates the flow of information concerning the Quality and Care departments outside the plant site to the customersDevelops/track plant key performance indicatorsReview all Production data for product dispositioningComposite samples (hourly) based on quality and split accordinglyAids in analyses of products for all parameters as well as environmental testingTroubleshoot lab equipmentInvestigates root causes for product and or equipment issuesOwns third party contracts for equipment preventive maintenance/serviceGrades/classifies products after evaluation of analyses based on the specifications. Responsible for COA authenticity.Lead, conducts, and supports root cause analyses for all non-conformities, including product quality, packaging, and service.Interacts with and/supports customer service, Logistics Manager, Sales Managers, Production Manager, Plant Manager, Shift and Day Supervisors, and leadership.Coordinates Lab responsibilities and supports Production during off work hoursCompiles Monthly Quality reporting and identifies potential for performance improvements.Facilitates Quality Steering Committee facilitation and prepares PowerPoints and final reportsPrepares/conducts internal audits and in coordination with auditors. then reports the findingsAssists with customer complaints and developmental/trial product issues in conjunction with Technical ServiceManages ISO documentation in SharePoint, as well as assist other processes/departments with their SharePoint documents/SOP'sInteracts with ISO Registrar during certification audits and answers to audit findings to (maintain certification.)Updates of QC Lab activities via the monthly Manager's meetingDevelops annual Lab process budgetAssists Production on weekends/Evenings via phone calls for Reaction Lab equipment issues (GPC's)Writes/approves requisitions/PO's and writes work ordersCOMPETENCIES* Dependability - Meets deadlines, works independently, accountable, maintains focus, punctual, good attendance record* Technical Skills - Maintains current understanding of technical processes/equipment uses technology to increase performance/productivity* Quality - Strives to eliminate errors, accurate work is a priority, seeks opportunities to improve product/services* Safety - HSSE - Works in a safe manner, uses PPE, recognizes hazards, makes safety suggestions and observations* Environmental - Ensures compliance with federal, state, and local regulationsQUALIFICATIONS/EXPERIENCE REQUIRED* Four-year degree in a related science (other degree may be considered based on candidate and candidate experience) or successfully completion of a laboratory technician training program at a community college or technical school (equal to a two-year Associates degree and 2 year's relevant experience), or six years of lab technician experience in a petrochemical environment* High proficiency in Microsoft applications (such as Word, Excel, PowerPoint, and Outlook)* Excellent written and verbal communication skills* Ability to read, write and speak in English* Ability to work weekends, holidays and respond to callouts on a non-routine basis* Excellent interpersonal skills including the ability to work as part of a team* Experience handling hazardous materials in a laboratory setting* Experience troubleshooting lab instrumentation and interpreting resultsREQUIRED QUALIFICATIONS/EXPERIENCE* 8 or more years of experience in a chemical/petrochemical lab environment* Experience with teaching other technicians* Experience working with lab instrumentation* Experience with wet chemistry, physical testing, and analytical instruments* Familiarity with corporate ESG guidelinesPHYSICAL CAPACITY REQUIREMENTSThis position requires the incumbent to:* Follow safety requirements for the role* Wear mandatory PPE (lab coat, hearing protection, etc.) when inside plant environment, or where directed by signage, including the use of a respirator* Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals* Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus* Must demonstrate fine and gross hand manipulation including pinching, gripping, turning, and keyboarding* Must be able to respond to visual and audible alarms* Lift up to 50 pounds* Ability to climb 6' ladder and step stool* Walk safely in and around industrial areas on uneven or elevated surfaces* Work under deadline pressure within an environment that demands attention to safety and detail* Sit, stand, and reach with hands or arms for extended periods of time* Walking, bending, stooping, kneeling, and crouching are required* Be able to work in the presence of odors typical of petroleum or petrochemicals without allergic reactions or nausea when such odors are within OSHA-designated permissible exposure limits (PELs)IND 005 009
