SMART continually monitors its routes and ridership, to make sure its resources are effectively and efficiently utilized, eliminating unproductive routes and reassigning those resources to high demand routes.To Learn more, please visit: https://www.smartbus.org/ About the Position The Senior Purchasing Agent performs the difficult and complex tasks involved in the preparation of bids, proposals, and award documents for the SMART Transit Authority of metropolitan Detroit. Administer contracts and conduct negotiations and be responsible for maintaining compliance with applicable Federal, State, and Transit Authority procurement and contracting policies/regulations. Duties and Responsibilities: Procures Transit Authority vehicles, services, supplies, and equipment. Provides conformance and associated documentation to MDOT for state-funded procurements. Interfaces with vendor personnel and internal staff to facilitate solicitation, award, and contract administration. Prepares solicitation and contract documents. Executes solicitation process using an online bidding process. Reviews statements of work, specifications, and contract terms and conditions. Performs or obtains cost/price analysis, as appropriate. Negotiates with sellers and prepares awards. Monitors sellers' compliance/performance to ensure that specifications/statement of work are met. Prepares award documentation consisting of recommendations, bid tabulations, record of negotiation, certifications, board agenda items and resolutions. Assists in training other Procurement department staff members in the performance of their duties. About You Bachelor's degree in Public or Business Administration, or related field, or equivalent experience Prior experience as a Senior Buyer or Purchasing Agent. Ability to exercise sound judgment in the selection and procurement of Transit Authority goods and services. Basic knowledge of blueprint reading. Multi-task oriented. Strong organization and follow-up skills. Demonstrated negotiation skills. Effective written and verbal communication skills. Proficient in the use of Windows-based MS Word and MS Excel applications.
